Odisha’s Revenue Department Celebrates Launch of Advanced Smart Surveillance System Control Room

Revolutionizing Security: Odisha Revenue Department Opens Smart Surveillance System Control Room

In an effort to enhance transparency in property registration offices, the State Government had decided to install CCTV cameras in all Sub-Registrar Offices (SROs) and District Registrar Offices. The Smart Surveillance System was inaugurated on 19th Nov, 2024 by Shri Suresh Pujari, the Honourable Minister of Revenue and Disaster Management, Government of Odisha, in the presence of senior officers from OCAC, the Board of Revenue, and the Office of the Inspector General of Revenue and other departments of Govt. of Odisha.

The Office of the Inspector General of Revenue had reached out to technology providers few years back for ways to make the office environments of the field offices across all districts of Orissa more secure and thus productive. After several rounds of deliberations, the department mandated specific key features for the solution. These included facial recognition-based analytics in addition to the video surveillance system comprising of cameras with provision of audio-recording at all field offices, IP Phones for a dedicated communication channel with the Control Room, and a three-tier monitoring structure—spanning field offices, district control rooms, and a state-of-the-art control room in Cuttack integrated over existing state wide area network. This unique monitoring architecture went beyond the capabilities of standard video management solutions and required the development and deployment of a customized software platform which integrated fire alarm and AI based analytics into a single console.

Other distinctive requirements provisioned in the solution included intelligent hooters equipped with in-built Li-ion batteries that operate even during power outages or system tampering. Additionally, security call points were installed, enabling staff or visitors to alert the control room in case of emergencies. Each field office was also equipped with an GSM based auto-dialer integrated with the security call points and the fire alarm that automatically sends alarm messages to pre-defined contact numbers during critical situations.

At the core of the solution is the aigence DeepFlow Video Management Software integrated with Face Recognition Analytics, a Fire Alarm System, intelligent Hooters, and Auto-Dialers, developed and manufactured by Odisha-based firm Trisim Global Solutions Pvt. Ltd. The design of the solution was such that bandwidth usage is optimized and maximum utilization of existing network connectivity may be done. The control room deployed at Cuttuck is a state-of-the-art facility with Video Walls, Operator Desks, Data Center in a aesthetically and scientifically designed control room environment.

This integrated system ensures that department premises across the state are safeguarded against misuse or trespassing during non-office hours. It also always prioritizes the safety of life and property, fostering a productive environment for both staff and visitors. Regular monitoring and audits by district and central control rooms enable the department to streamline operations and enhance efficiency, resulting in the faster delivery of citizen services.
